Establishment of Task Force on the Repatriation of Human Remains and Related Matters

´ºÓêÖ±²¥app has established a Task Force on the Repatriation of Human Remains and Related Matters to pursue initiatives to respect the dignity of Indigenous peoples.

Since its founding in 1877, the University of Tokyo has contributed to the advancement of science and technology as one of Japan’s leading universities, growing in step with the development of Japan as a modern nation. In the course of this history, the University collected and stored the remains and related materials of Indigenous peoples from both within Japan and abroad for use in research. Some of those activities were carried out without sufficient regard for the wishes of Indigenous communities, causing profound harm to their dignity. The University regards these historical facts with the utmost gravity, reflects on them with sincere remorse, and hereby expresses our heartfelt apologies.

The Task Force comprises members with diverse expertise. Its mission is twofold: to catalogue and investigate information on Indigenous human remains held by the University, and to set clear policies on the repatriation of remains and on the University’s response to requests from communities, organizations, and individuals seeking the return of those remains. In doing so, the Task Force will consider the following:

  • The United Nations Declaration on the Rights of Indigenous Peoples (adopted in 2007 as Resolution 61/295);
  • The Act Promoting Measures to Achieve a Society in which the Pride of Ainu People is Respected (Act No. 16 of 2019), and other relevant laws and regulations both in Japan and internationally;
  • Policies adopted by universities and research institutions in Japan and abroad;
  • The positions of related academic associations and other organizations worldwide.

The Task Force has already begun its investigations. However, because some remains have been held since the Meiji era (1868–1912) and records are at times incomplete, the review process is expected to take considerable time. We plan to share updates as the investigation progresses.

As an institution serving the global public, the University of Tokyo is committed to playing a role in the realization of a fair and inclusive society that respects diversity and fosters coexistence. Through the work of this Task Force, the University seeks to reaffirm our institutional foundations and social responsibilities, while further renewing our commitment to advancing education and research that contribute to truth and peace.
